Ive managed to play around with the files (although not being able to speek spanish there is sum degree of familiarity to the words)
so far ive managed to -
1) Increase the maximun Greneral units a province can hold .
2) Increase - Decrease the Unit costs
3) Speed up - Speed down the research for both Player and AI
4) Tweak the AI build priorites - ie not so many malitia (sp) units etc
5) Tweak the naval stats - and the difficulty of engaements
6) Tweak the xp stats for units and generals
7) Tweak the penalties given when rejecting diplomatic offers (quite good imo as the way i have it you get a -10 penalty for rejecting em .. instead of a measly 1 - 5)
Tweak penalties for building peacefull anexation buildings
9) Tweak rebelion stats for capitals under seige
10) Tweak Arty ranges and accuracy
11) Tweak trade income / resorce / pop incomes
I should beable to do more in the next few days as ive gone and got a "speak Spanish in 24hrs" book lol
so far ive started a new campaign with my mod stats and find it extremly hard as all major empires are taking provinces left right and center and fight each other to gain the upper hand , they seem to be using the tech tree more than they used to too as when i went into my first battle with the french they already had grens (mee too but thats not the point )
all in all after a bit more tweaking and digging i think i could get it ballanced ..
